Match making Facility

ORET

The existing ORET (Development Related Export Transaction) programme has been closed in 2007. A new adapted scheme is being developed by the Ministry of Development and Cooperation of the Netherlands. The new instrument will be a Development related Infrastructure Facility (ORIO) with a stronger focus on infrastructure which significantly improves poor people’s access to energy, clean water and markets; and with greater relevance to development.
The information on this new instrument will be updated as soon as it is available.

 

PSOM -> re-launched as PSI

The EVD will soon start the Private Sector Investment Programme (PSI). PSI is the successor of the PSOM-OS programme. The first tender for projects in 52 countries in Africa, Latin America, Asia, Eastern Europe and the Balkans will expectedly be launched before the end of the year. It closes early 2009.

Like its predecessor, the main objective of the new programme is to provide financial support to innovative investments in emerging markets. This contributes to economic growth and poverty alleviation in the developing world. Investments need to be done by Dutch (or foreign) companies in co-operation with a local company. The criteria for PSI will remain similar to those of PSOM.

What is PSI
PSI is an abbreviation for Private Sector Investment Programme (PSI).  The program is an initiative by the Dutch Ministry of Foreign Affairs, which aims to support private sector development in Vietnam.  Support is provided to initiatives of the business communities of the Netherlands and Vietnam in setting up joint innovative pilot projects making use of international and local know-how, goods and services.

How does the program work

Budget
The PSI budget allocation for Vietnam can be up to 3 million Euros per year subject to number of good project proposals.  The maximum total project cost is 1.5 million Euros.

Grant allocation
The PSI program will pay 50% of the total project cost.  The remainder of the project budget will be provided by the participants themselves.

Target group
Projects supported by PSI are initiated and implemented by Dutch companies (or business consortium), in co-operation with Vietnamese counterparts.  PSI is especially suitable for companies, which have had previous trade experience and are interested in investing in Vietnam.

Project criteria
Project should be commercial viable in the long run and is expected to contribute to poverty alleviation.  Successful projects are encouraged to be continued and/or duplicated by the private sector.  Development and implementation of projects in the following economic sectors are prioritised:

  • Agriculture and agro-processing industry
  • Hi-tech production and manufacture industries
  • Consumer goods production and export-oriented industries

Procedures
A Dutch company should submit project proposals to the EVD in accordance with the time schedule of each tender instruction.  The tender instruction together with application forms and guidelines can be downloaded from the EVD website at Externe link www.evd.nl/psi

EVD is responsible for the selection of projects and monitoring of running projects.  During the selection process, VCCI and the Netherlands Embassy are invited to give comments and advice.

PUM

PUM Netherlands Senior Experts has been playing a prominent role in the world of development assistance for almost 30 years. PUM sends senior experts to Africa, Asia, The Middle East, Latin America and eastern Europe. Every year these Dutch experts offer their particular skills and expertise to 2.000 small and medium sized enterprises that do not possess such know-how themselves. The experts pass on the whealth of knowledge and experience they have acquired during their careers. The expers are independent and work on a volontary basis. Since it was founded, PUM has grown into Europe's largest employment agency for professional volonteers in developing countries.

Match Making Facility

The Match Making Facility is officially opened for Vietnam from 1st September 2007 onwards.

The overall aim of the facility is that local companies are matched with Dutch companies and that these matches lead to a long term relationship with the possible result of joint investments in Vietnam. These co-operation can lead to a PSOM project proposal (please refer to Program for Co-operation with emerging market for more details), but not necessary.

Interested local companies can download an intake form (please download document here: Microsoft Word document intakeformmmf.doc (229 Kb), fill out the intake form with list of all relevant information including details on the investment needed. The form will be returned to the Embassy for a first check which may include an interview with the company. If positive, the Embassy will forward the form to EVD (The Netherlands Foreign Trade Agency) where a search for potential match will be carried out. Possible matches will be actively approached by the EVD in order to determine their interest. Their profiles, accompanied by additional information on the Dutch business sector, will be sent to the local company that applied for the matchmaking.

The role of the Dutch Government ends here. In order to stimulate local companies to engage in a business or investment relationship, local companies will receive a voucher worth 5,000 Euro. The voucher can be used to call in a consultancy bureau to further shape the co-operation between the partners by means of the following components:

  1. A quick scan of the local market of which the results will be sent to the Dutch company, with the aim of boosting the interest and confidence of the possible Dutch partner.
  2. Organisation of a program for a visit of the local company to the Netherlands.
  3. Drawing up a plan which advises on how to shape the future co-operation.
  4. Evaluation of the co-operation between the partners after six months.
